Our People

Lord-Lieutenants are required to appoint Deputy Lieutenants within an establishment that varies according to the population of a county. They are appointed by the Lord-Lieutenant, subject only to Her Majesty not disapproving the Commission. The letters ‘DL’ appear after their names. The Vice Lord-Lieutenant is appointed by the Lord -Lieutenant from among the Deputies.

Fiona Peel OBE DL

Fiona originally qualified as a State Registered nurse. She has held a number of positions relating to her medical interests and background, including chairing organisations including the Gwent Health Authority and Gwent Community and Mental Health Trust, and was a member of the General Medical Council. She is currently a charity trustee and local tourist guide

Formerly a soldier, Ross Murray is a Chartered Surveyor, and a former President of the Country Land and Business Association. He is currently Chairman of Knight Frank Rural Asset Management.

Laura originally trained as a teacher – a skill that has been invaluable in her service as governor of two schools. She and her husband now run a furniture-making business near Chepstow.

Ben is a Chartered Surveyor and Company Director. He is on The Welsh Advisory Board of the National Trust and is currently vice president of the Royal Forestry Society. He lists his interests as “all things Rural”.

Claire has spent her career in public service culminating with her appointment as Chief Executive and Clerk to the National Assembly for Wales in 2007, until she retired in 2017.

Cilla Davies CBE DL

Cilla is a former Chair of The Prince’s Trust Cymru Advisory Council, Chair of the Gwent Police Authority, and Justice of the Peace. She was made OBE in 2005 and CBE in 2015, both for voluntary service to the community. She enjoys helping in her village church, sits on the PCC and helps with cleaning and flowers.

John is a former Managing Director of Newport City Council, for which he was made OBE in 2008. Since retirement, he has been active in the charitable and non-profit sector, including the Kaleidoscope Project, the University of South Wales, and Coleg Gwent.

Susan has spent over twenty-two years of her professional life in education in Gwent. She was Headteacher of Caldicot School for sixteen years, and is now an inspector for Estyn as well as holding a number of appointments in the charitable and not-for-profit sector.

Andrew Tuggey CBE DL

Andrew was appointed Vice Lord-Lieutenant in May 2016, having been a DL since 2006. Chair of UK Community Foundations, Andrew will be chair of the Council of the High Sheriffs’ Association of England & Wales in 2023. Previously Chief Executive of the Commonwealth Parliamentary Association in Parliament and chair of Scouts Cymru, Andrew is a former Royal Engineer.

Dominic Walker was the Bishop of Monmouth for over ten years. He has been involved in university and school governance and a wide range of charities. He has an interest in animal welfare and is an honorary vice president of the RSPCA and president of the Anglican Society for the Welfare of Animals.

Russ is a former member of the Royal Regiment of Wales. He is Chairman of the Reserve Forces and Cadet Association for Wales, Honorary Colonel of the 3rd Bn The Royal Welsh, and Honorary Colonel Dyfed and Glamorgan Army Cadet Force.

Edward John Watts DL

Edward worked for Tesco for 34 years, finishing as a member of the Tesco Pension Board. He began volunteering at the age of eight at the Mission to Seafarers Newport, and is currently its Chairman. He volunteers with 13 other organisations, including Gwent Scouting, and is Chairman of the Gwent Association of Voluntary Organisations.

Agnes Xavier-Phillips DL

Agnes trained initially as a nurse, and then retrained as a solicitor. She was the Senior Executive Director, General Counsel and Client Relationship Manager of GE Capital, and is a CEDR Accredited Mediator. Now retired from practice, she has a portfolio career of volunteering work. She is an active member of the Worshipful Livery Company of Wales

HH Judge Helen Mifflin DL

Helen was born in Blaina and comes from many generations of mining families. She was the only person in her family to go onto tertiary education and obtained a law degree from Leicester University. She was the first female tenant at 30 Park Place, Barristers Chambers in Cardiff. She is presently the resident family judge for Gwent. She has a keen interest in children’s rights and equal opportunity for all structures of society, particularly through the education process.

Richard Selby DL

Richard is the Director and Co-founder of Pro Steel Engineering in Pontypool, Chair and co-founder of Torfaen Strategic Economic Forum, National Chair of the Institute of Directors Wales, and a Patron of The Prince’s Trust Cymru.  He is also very active in the voluntary sector, especially in Torfaen.He was appointed a DL in 2021.

Richard Bevan DL

Richard lives in Abertillery.  He has recently retired from the NHS, for which he worked from 1986.  He continues to be active in a range of third sector and community organisations, with a particular commitment to supporting the future of young people in Blaenau Gwent. He was appointed a DL in 2021.

Clerk to the Lord Lieutenant

The Lord Lieutenant may appoint whichever person of standing and integrity he wishes to be clerk of the Lieutenancy.
In many areas the role is normally filled by the Chief Executive of the County Council if they are willing to undertake the duties. Much day to day work may in practice be delegated to another employee of the Local Authority.

Paul is Chief Executive at Monmouthshire County Council, Visiting Professor at Cardiff University, and Governor at Cardiff Metropolitan University.

He is also Innovation and Business Engagement lead for the Cardiff Capital Region, SOLACE Wales lead for Economy and Digital, Board Member of SRS (Wales), Member of Wales Government Brexit Advisory Panel, Member of Wales Government Digital Advisory Panel, Chair of the Monmouthshire Public Service Board and Clerk to the Lord Lieutenancy of Gwent.

Lieutenants Cadets

The Lord-Lieutenant’s Cadet is selected by Cadet Group leaders and the Reserve Forces’ and Cadets’ Association for Wales for their outstanding service and contributions to their respective unit and organisation.
The role includes attendance with the Lord-Lieutenant, at a number of official engagements, including remembrance events, Royal visits and parades.

The Lord Lieutenant’s Cadets are appointed on an annual basis and include representatives from Sea Cadets, Army Cadet Force and Air Training Corps.
